Many cultures have their own latke look-alikes. What sets this Indian version apart is the spicy ground beef, or kheema, hidden inside. It's spicy, crispy, and creamy all in the same bite. Though not traditional, these richly spiced potato pancakes, called cutlets in Hindi, are served with sour cream in addition to tamarind chutney.
